Elon Musk's Hyperloop theoretically costs 6 billion. If this were the 50s the government would have built 10 of them without thinking about it. But liberalism has dramatically increased the cost of public works, due to union featherbedding, regulations, environmental tests, blah blah blah. So Krugman is reduced to hoping that raising the salary of DMV workers will somehow increase the long-run productive potential of the economy. How sad.
