If you are planning to go somewhere to do a PhD I would look at the faculty there. Are the people in your area publishing well. There are some departments out of the top 75 that are really strong in a specific but not overall.
how do you guys know US PhD program rankings below 75 ? this is basically where US News ranking stops ranking departments, and I guess it is the most credible ranking out there
