Actually there are. OP said one person each year. There are school that can claim that.
There exists no school outside the top 20 consistently placing in the top 20. Don't know what op is smoking.
It's very impressive if a program ranked 30-50 can consistently place their top students in T20 departments. My top30 definitely cant do that; we're lucky if the star gets a T50 placement.
