There are think tanks in Colombia. The best known is Fedesarrollo and it has a lot of influence -this is where the current minister of finance and others come from.

I am certain this is true. I know for a fact this happens in the IDB, a friend got a job by networking and his position was posted on the website for a month after he was hired, even though the position was already occupied. Unless you have a resume which really stands out, and I mean really stand out (like award winning s**t), I think your chances of landing a position without reaching out to someone and networking, are very very slim. This is how DC works, it´s all about the networking!!

Regarding recruitment for GE positions - are these likely to have incumbents (ie. an existing consultant already in the position) and they are just seeking to formally appoint the position to the incumbent?
I am wary because I know in my home Government, almost every job that is advertised already has someone in the position (a temporary or acting staff member), but they need to formally establish said person in the position and as per protocol, they have to advertise the job for transparency or whatevs. As such, they don't actually assess the external applications at all, which results in many people having wasted their time. I am not sure if this is also common within the WBG.
There is a GE position I am keen to apply for but upon further investigation, I’ve found out there is already a junior consultant in the position.

I would interpret as "if you are Y and he best candidate then we will take you; if you are X and the best candidate then we will take you if your quality exceeds the best Y candidate by some strictly positive amount"

Anything that you can find in Chicago, you can find in Bogota (well, not the pretty buildings admittedly). And I have been in both places.

Goes to show you know nothing about Chicago. I've also been to both places, and comparing the two is just absolutely ridiculous.

The major downside is that these research teams are exactly the type of industry fat that gets cut during the next downturn: very expensive, contribute little directly to the bottom line, etc.
It's a great gig--so long as MSFT is flush with cash. But when stockholders start worrying about cash burn and pressure management to scale back these sorts of initiatives, the researchers will find themselves looking for jobs in what is likely to be a very bad industrial job market.

Microsoft will always be flush with cash.
